
Simone Carter (UNICEF) is an epidemiologist and has been working in humanitarian public health response operations at the field level for over 12 years, across sub-Saharan Africa, Latin America and the Middle East. Simone set up the first, integrated social sciences platform (CASS) to work alongside the Epi Cell during the 2018-20 Eastern DRC Ebola outbreak which created the space for Integrated Outbreak Analytics (IOA). Since 2020, she has set up and led the Integrated Analytics Cell (CAI) in the DRC (both within UNICEF and within the Ministry of Health) for outbreaks and public health emergencies including cholera, COVID-19, measles, polio, malnutrition, malaria and the plague in the DRC. Simone is also the lead of IOA for UNICEF’s Public Health Emergencies team at the global level and provides technical guidance and support to other countries to replicate and adapt IOA approaches. This has included Guinee, the Republic of Congo, Chad and Haiti. Simone has a Master of Science in Epidemiology and a previous background in HIV and sexual and reproductive health research among high risk populations.
